Which of the following most accurately describes the problem?

PLEADING not guilty to causing a public service vehicle to be used as an express carriage between Boscombe Down R.A.F. Station and London, without a licence, on July 25, Stanley Frederick Pearce, an airman at the station, was .given an absolute discharge, on payment of 4s. costs, at Salisbury. The chairman of the court, Col. M. E M. Crichton Maitland, said that Pearce was a victim of circumstances.

Avon Coaches, Ltd., were fined £5, and ordered to pay £8 10s, costs and £3 3s. advocate's fee for permitting the offence.

Mr. G. L. Lush, prosecuting, said that Pearce arranged transport for men going on leave. It was not a special occasion and each person paid a separate fare, so that a licence was necessary. Pearce collected the money and paid Avon Coaches a lump sum.

Mr. G. H. Lawson, senior traffic examiner, Exeter, said in reply to questions from Mr. P. E. G. Mather, for the defendants, that the company complied with all other requirements. A licence for the service had been refused.

UNION SUPPORTS ABOLITION OF WORKMEN'S FARES

rOLLOWING a statement issued by

Halifax Trades Council condemning Halifax Transport Committee's proposal to abolish workmen's fares, the Yorkshire and North Midlands Area Passenger Trades Group of the Transport and General Workers' Union have. declared their support for the committee's action. The Union has issued the following statement: "This passenger branch of the union disassociates itself from the decision of the propaganda committee of the Trades Council. We do not agree with the policy of the Trades Council in view of the increased costs and wages which the Halifax Passenger Transport Department has to face, and particularly the tremendous burdens of fuel oil taxation."

Halifax Corporation approved the proposal last week. A similar decision has now been taken by the 'Halifax Joint Omnibus Committee, which controls services operated jointly with the B.T.C. beyond the borough boundary.
