Which of the following most accurately describes the problem?

THE RHA warns operators may have to change their procedures to comply with the hours rules which come into force in April.

Operators will become liable for drivers' hours infringements unless they can show sound management practice, including scheduling, checks and training.

Jack Semple. director of policy at the Road Haulage Association, says:"Some might like to increase the frequency of their tachograph checks and make sure their drivers have had proper training because this will be a requirement under law."

However. Semple believes that making driver offences an absolute liability for operators will have little impact on those who follow the guidelines.

• For more details of the implications see Analysis on page 20.
