Which of the following most accurately describes the problem?

MA senior union officer has backed the Road Haulage Association's campaign for consignor liability on overloading.

Hauliers' customers should take some legal responsibility for overloading vehicles, says David Higginbottom, Scottish regional officer for the United Road Transport Union.

"The consignee has had it too good for too long," he says. "If they were joined in summonses they may not be so quick to overload tilts and trailers, and would provide better access to suitable facilities. It is simply not on to burden the driver with such responsibility in all-too-often ludicrous circumstances."

The lack of weighing equipment at loading sites will be debated at the union's conference in October.
