Which of the following most accurately describes the problem?

• Transport Secretary Cecil Parkinson says that 40-tonne trucks could be allowed on Britain's roads before the 1999 deadline set by his predecessor Paul Channon.

In his first interview with a road transport magazine, Parkinson tells Commercial Motor that 40-tonners might be allowed on specified roads once the DTp's bridge assessment programme is completed.

Parkinson also promises that the industry will not have to pay for 40-tormers with expensive environmental restrictions. Ll For our exclusive interview with Transport Secretary Cecil Parkinson see page 58.
