Which of the following most accurately describes the problem?

QWe have been in bulk 1.1 tippers for 20 years and have a fleet of 35 vehicles. We enjoy competition because it makes us more professional, but we cannot compete with ownerdrivers who work for low rates, have poor maintenance standards, no road fund licence, and no proper operating centre.
