Which of the following most accurately describes the problem?

AN OPERATOR whose licence was revoked on grounds of repute has had its appeal turned down by the Transport Tribunal and with the instruction that the revocation should take place immediately.

The company, Construction of Long Eaton, Nottingham, appealed against last July's revocation by Eastern LA Ken Peter. Its managing director, Rodney Beecham, said that vehicle defects had occurred a total of 49 serious defects of which 15 required the vehicles to be put off the road immediately because the titter was unable to cope.

And he told the tribunal: "We have got a fortune tied up in vehicles, plant and equipment and employ 23 men plus the litters. Without an operator's licence we might as well lock the gates. I think we have learned our lesson.

Since the beginning of last year, the company has employed two titters, he added.

Tribunal special panel member Robert Owen told him that the LA obviously had not been satisfied that the company had satisfied vehicle maintenance conditions, pending the outcome of the appeal.

And in turning down the appeal. Owen told Beecham that he should not have been running his vehicles while waiting for the appeal. He said that it had been made "perfectly plainby phone and in writing that he should not have been doing so.
