Waste firms have a duty to ensure that they are using legal sites, and the fines for being caught dumping illegally are punitive on the principle that the polluter pays, says the Road Haulage Association. It adds that the Environment Agency has recently launched a £5m, two-year crackdown on illegal tips and fly-tipping, which will see a specialist taskforce investigating the problem of organised waste crime.
