He agreed with the representors there was a possibility that the Ross operating centre would be sold for building, and that Jacob's Orchard would then be his only operating centre.

Two local residents, one a parish, district and county councillor, supported Organ's application and said that they had seen vehicles coming and going to Jacob's Orchard over the past five years.

Renewing the licence, Mervyn Pugh said that if the representors were right, every time an operator took up a vehicle that was on the licence margin there would be a material change. During the currency of the previous licence, Orchard could at any time have had four vehicles at Jacob's Orchard.

Because of the authorisation of four vehicles at each operating centre, however, the Traffic Area computer had it that Orchard was licensed for eight vehicles. Consequently, he would impose a condition that not more than four vehicles and trailers be kept at Jacob's Orchard at any one time.
