Which of the following most accurately describes the problem?

• Voluntary organisations and community transport groups have joined forces to fight the proposed changes in PSV licensing laws.

If the forthcoming EEC directive on licences is accepted in Brussels next year, drivers of minibuses with 9-16 seats will be required to take a PSV driving test.

The associations have gathered together under the banner of the "Mobility Alliance", which says the European Commission must be made aware of the serious economic, social and educational consequences of a reduction in licensing thresholds.

Such a test would deter volunteer drivers; organisations could not afford to train drivers, and bodies such as student groups with a high turnover of drivers would be unable to cope, says the alliance.

As an alternative, it suggests a restricted minibus licence to test volunteer drivers before they go on the road. Such a test would not involve the training nor the expense of normal PSV licence test.

The alliance includes the Community Transport Association, Help the Aged, Society of Motor Manufacturers and Traders, and the London Community Transport Association. It also has the backing of Roads and Traffic Minister Peter Bottomley and the Department of Transport.
