Which of the following most accurately describes the problem?

• A Scottish coach operator, Mr D. S. Kerr, trading as Guachalland Motors, of Galston, Ayrshire, had his licence reduced to three vehicles for four months by the Scottish Traffic Commissioners last week.

During the Section 127 hearing Mr Kerr said that he had 10 vehicles but a check by Mr A. B. Birnie, chairman of the Commissioners, showed only four had psv licences and Mr Kerr later said that at the most he would want no more than six or seven coaches.

Mr W. Luke, a vehicle examiner, said that of six vehicles inspected in July five were issued with psv 71 suspension 'notices. The other vehicle was already under suspension. Mr Kerr told the Commissioners that he had been let down by his mechanics but Mr Luke said that when offered for clearance the repairs were poorly carried out and in his view there had been a lack of supervision by the operator. However, more recently two vehicles were satisfactory when inspected and it appeared, said Mr Luke, that the firm was making a real effort.

The Commissioners decided to reduce the four vehicle licence to three for four months and would not allow any additional vehicles before the end of June next year. Many items, said Mr Birnie, that were on the defect notices covered defects that even he, not an engineer, would have hoped to have seen.
