Which of the following most accurately describes the problem?

• Observance of all statutory regulations in respect of transport, equipment and tips is being pledged by the 112 members of the Waste Disposal Group formed by the Road Haulage Association in March 1972. A nine-point code of conduct embodying the undertaking has been circulated to the hauliers concerned.

If convicted of persistent and flagrant breaches of the regulations, members may be deemed as being in breach of the code. The group committee has the power to expel a member from the group, to circulate notification of the deletion to all members of the group, and to recommend the restriction of disposal facilities.

The code of conduct also deals with the screening of prospective members, fair trading, conditions of sub-contracting, rates, settlement of accounts, and interchange of equipment.

The object of the code is "to preserve the environment, safeguard the public, and improve the waste disposal industry. It is the duty of every member to uphold the best traditions of the industry and to extend to other members co-operation with a view to improving its image and economic stability."

The chairman of the group is Mr Malcolm Wood, (Effluent Disposal Ltd, Brownhills, Staffs), and the secretary Mr P. G. D. Taylor.
