Which of the following most accurately describes the problem?

RECOMMENDATIONS are given in a handbook First Year Training for Engineering Craftsmen and Technicians (Vehicle Building) that show how the principles of the Engineering Industry Training Board's broadly based first-year training scheme can be applied to the vehicle-building industry. The handbook is obtainable from EITB, publications department, 41 Clarendon Road, Watford, Herts, for 37s 6d.

The Board's recommendations for the first-year training of craftsmen and technicians were published in May 1966, and during the training year 1966/1967, 24,713 trainees were registered with the Board as undergoing such approved training.

About 1,000 trainees withdrew from the course for a variety of reasons.

The handbook includes a schedule of 43 drawings which illustrate practical work suitable for acquiring the necessary skills for vehicle building, and the proposals give greater emphasis on the use of additional materials such as wood, plastics and paint.

The special skills mentioned include those that have to be developed for coachbuilding and finishing, fabrication engineering and electrical and electronic engineering.
