Which of the following most accurately describes the problem?

WHEN British Rail applied to operate more heavy vehicles from their Freightliner depots in Edinburgh and Glasgow, the Scottish Licensing Authority, Mr. A. M. Bintie, said he had been disquieted by the results of inspections on BR vehicles, which had shown they were "not in the order and condition they might be".

He emphasized that the results did not warrant any action on his part and would have no bearing on his decision regarding the applications, but he warned BR it would be regarded the same as anyone else in such a matter.

Mr. Birnie granted an application for a 10-vehicle licence to operate maximum capacity artics from the Edinburgh depot, and later granted a licence for 20 vehicles for the Glasgow depot. Both grants were as applied for.
