Which of the following most accurately describes the problem?

BACKING was granted in London on Tuesday by Mr. D. I. R. Muir, the Metropolitan Traffic Commissioner, after agreement with the objectors had been reached in chambers by the applicant, Mr. Abdul Aziz.

On October 2 Mr. Aziz was granted a licence by the West Midland Traffic Commissioners to run a daily, morning, mini bus express service from Birmingham to London Airport, for Pakistanis only, to connect with flights to Pakistan.

This week, the objectors, British Railways Board, London Transport Executive and Charles Rickards (Tours) Ltd., said they would agree to Mr. Aziz running the service on three mornings (Wednesday, Friday and Sunday) when existing services did not arrive in time to meet the flights.
