Which of the following most accurately describes the problem?

AFTER cancelling a Falkirk's haulage contractor's Contract A licence for demolition work, Stirling County Council found that it could not do without his two vehicles. Mr. A. B. Bimie, the Scottish L.A., was told this in Edinburgh on Monday, during an application by Mr. J. Mitchell for a two vehicle B licence to operate mainly for demolition work for Stirling C.C.

Mr. Mitchell said that for some time he had operated a vehicle on Contract A licence for the Council.

Between September 13 and 15 last he had received information from Mr. Birnie's office in Edinburgh that his contract licence was to be suspended.

The matter had been taken up with the County Council and Mr. Bimies office and it was found that the Council could not do without Mr. Mitchell's two vehicles. In such circumstances, Mr. Mitchell had been granted a short-term B licence.

Mr. Birnie commented that this was an extraordinary situation. He would grant the application but would require a letter from Stirling County Council so that there would be no possible doubt in future.
