Which of the following most accurately describes the problem?

THE LONG-AWAITED announcement of a successor to Sir Stanley Raymond, as chairman of British Railways Board, came last Friday when the Minister of Transport appointed Henry Cecil (Bill) Johnson to the job. Mr. Johnson, 61, at present a vice-chairman of the British Railways Board, takes over on January 1.

A lifelong railwayman, Mr. Johnson started his career in 1923 as a L.N.E.R. traffic apprentice. He was appointed general manager, Eastern region, in 1958, and became general manager London Midland region in 1962. Within a few months he was appointed chairman of the London Midland regional board. He has been closely connected with the railway electrification programme.
