Which of the following most accurately describes the problem?

A LORRY DRIVER who stopped his lorry on a lay-by beside A6 and reported the condition of his brakes and steering to the police, gave evidence at Penrith (Cumberland) magistrates' court when a Carlisle firm was fined a total of £100 for using a lorry with inefficient brakes and steering.

Baulds Transport Ltd. of Viaduct Chambers, Carlisle, had pleaded not guilty to the charge.

Lorry driver Mr. J. E. M. Brown said that, after refusing to take out the lorry on previous occasions, he was ordered to drive it to Ellesmere Port. He alleged there were no brakes on the lorry and said the steering was poor. He pulled to a lay-by and reported the matter to a police patrolman. The head of the defendant firm, Robert M. Bauld, said in court that he believed the lorry had been tampered with, and added: "It was in perfect condition when it left the yard."

He said mechanics had spent 14days stripping down the brakes and he had tested the vehicle in the yard before it left and found it completely satisfactory.
