"My proposal, as set out in the White Paper on the Transport of Freight, is to require all road hauliers carrying goods for more than 100 miles between any two points, in lorries of over 16 tons gross weight, to apply for a quantity licence. The arrangements for obtaining such licences will ensure that the quality of transport services will not be diminished and there will he no uneconomic transfer of traffic to rail," said Mrs. Castle. in a written answer on December 6.
