Which of the following most accurately describes the problem?

I spent a few hours last Friday driving the new Euro-6 Volvo FM. Although it's an excellent truck, and significantly better than its predecessor (more about that in a future CM), unfortunately not everyone on Warwickshire's roads seemed to share my enthusiasm.

How do I know this? Because of the 'Nescafe waves' a couple of motorists gave me while overtaking. But as you can probably guess, their issue wasn't with the truck as such, but with the fact that it was holding them up by doing 40mph! And, to be honest, I don't blame them either. I'd have been impatient if I'd been stuck behind me too. The only difference is, I wouldn't have blamed the truck driver, or attempted one of the numerous suicidal overtaking manoeuvres I witnessed.

Like most modern trucks, the new FM is packed full of three-letter safety abbreviations, none of which had even been dreamt of in 1963 when the 40mph single carriageway speed limit was introduced. The whole experience acted as a reminder of just how ridiculously outdated this law is.

It's interesting to see that some truck drivers have expressed an interest in taking part in another 'go slow' on the A9 to campaign against the Scottish government's decision to rule out a 50mph trial and introduce average speed cameras. By 'go slow' they mean they'll stick to 40mph.
