Which of the following most accurately describes the problem?

ROAD HAULAGE rates are being increased by an average of 10.85 per cent by MacBrayne Haulage, a subsidiary of the Scottish Transport Group, on Monday.

But the company plans to help traders supplying the islands. Most of the traffic to the islands consists of loads weighing more than a ton— and the price for these consignments will go up by 10 per cent, compared with 121,4 per cent for loads below one ton.

The Price Commission has approved the increases.
