Which of the following most accurately describes the problem?

My problem is that I am not clear regarding the regulations for transferring these vehicles between sites. They carry normal third-party insurance but are rarely taxed for public roads.

Could you please advise me whether a smaller vehicle (say a Land-Rover) is allowed to tow a lorry? Would you also advise me what regulations should be observed while on a public road?

AWe have consulted the licensing

authorities on your behalf, and find that in general any mechanically propelled vehicle which normally requires a licence still needs a licence at the full goods rate for the weight of the vehicle even if towed by another licensed vehicle. The reason is that the towed vehicle cannot be classed as a trailer for the purpose of the regulations.

Statutory remission of duty can be granted, in certain special circumstances, for vehicles on site work when moving between sites, but there is a distance limitation. Application for remission must be made to your local Licensing Officer who can grant this, but he is free to judge each case on its merits.
