Which of the following most accurately describes the problem?

AThe new trade licence arrangements have

not yet come into force. From January 1 next year a single licence will replace the present limited and general trade plates. The new licence, which will cost £15 a year, will not, in general, allow the carriage of goods on a trade plate, but will be limited to vehicle testers and to motor traders who employ the licence on vehicles which, in the course of business, are temporarily in their possession and also for their own recovery vehicles.

The only goods carriage which will be per

mitted under the new trade licence will be test or demonstration loads; built-in equipment; parts designed for fitting to the vehicle and the relevant fitting tools: vehicles being transported by a recovery vehicle; a trailer. The provisions for the new trade licence were included in the Finance Bill 1969.
