Which of the following most accurately describes the problem?

• London Transport announced on Monday that the Minister of Transport has approved the proposed increases in London Central and Country bus, Green Line and Underground fares. A feature of the increases, which start September 7, will be the introduction of a new inner central London zone in whieh fares will generally be above the level of those in the remainder of the London Transport area (CM February 21).

All minimum fares will be raised to 6d, but bus fares outside the new inner zone will generally remain as at present up to the 1s 6d (five miles) fare, above which most fares will be increased by 3d, or 6d. Passengers travelling in the inner zone or starting or terminating their journeys inside this zone will generally pay 3d or 6d above the level of the remaining fares.
