Which of the following most accurately describes the problem?

• The joint consultation set-up within British Road Services and associated companies is to be radically re-jigged in conformity with the present company structures. To promote more effective consultation and more positive involvement by staff, worker representation will consist of shop stewards or equivalent representatives elected by the staff through recognized trade union procedures.

Previously, although employee representatives on Local Joint Committees had to be members of an appropriate trade union recognized by both sides, elections were largely arranged by BRS management though with joint scrutineers to oversee the electoral machinery.

The present Divisional Joint Committees in British Road Services Ltd. will be abolished, being replaced by a District Joint Committee in each district and by an Area Joint Committee in each area of BRS Parcels Ltd. These committees will take the place of all the Divisional Joint Committees except those covering supervisory, clerical and technical grades which will be replaced in each of these companies by a Company Joint Committee. In Pickfords Ltd. the present four Divisional Joint Committees will be replaced by a single Company Joint Committee. There will be a single committee, similarly. in Containerway and Roadferry Ltd.

Clerical and supervisory representatives on Local Joint Committees will receive agendas for District/Area committee meetings in order that they may attend if items of common interest to all grades of staff are to be discussed.

The scope of subjects that may be discussed locally by LJCs is as follows: (i) Working hours; breaks; time recording; duty schedules; shift rotas; overtime working.

(ii) Arrangements for holidays.

(iii) Settlement of internal grievances.

(iv) Local productivity and bonus schemes.

(v) Safety.

(vi) Training.

Annual elections will be held and any employees who are trade union members, aged 18 or over and have a minimum of three months' service will be eligible to serve on a Local Joint Committee.
