There is some speculation (writes John Darker) of the precise meaning of this reshuffle. The switch of Mr. John Jukes from the DEA to Transport may indicate the impending dissolution of Mr. George Brown's brainchild. A successor to Mr. Christopher Foster---shortly to go for a year's stint as a visiting professor to Massachusetts Institute of Technology—has not yet been announced.

Some believe that Mr. Foster and his team of economists ftave exercised too much power and influence within the Ministry and the new "mix" of personalities may be more to the liking of Sir David Serpell, the permanent head of the Ministry, appointed in 1968.

Mr. J. A. Jukes, who is a physicist and economist—he specialized in transport economics as a London School of Economics evening student more than 20 years ago —has vast experience in telecommunications, atomic energy, operational research, management, and economic planning. His impact on transport policy-making will clearly be significant.
