Which of the following most accurately describes the problem?

A PROPOSAL by the Northern Traffic 1-1. Commissioners to vary bus routes in the Harraby neighbourhood unit at Carlisle was opposed by Ribble Motor Services, Ltd.: at a sitting at Carlisle on Tuesday. The aim was to establish' a circular route. Mr. J. A. T. Hanlon, chairman, said the matter arose as a result of representations from Carlisle City Council and the Commissioners proposal to vary Ribble's licence was the only way to bring the matter to a public sitting.

The town Clerk of Carlisle, presenting the 'case for 'Carlisle Corporation, said the Harraby Estate had some 2,200 houses,. with a population of about 9,000. It was largely self-supporting, and later it would have a community centre.

In designing the estate, the traffic problem had to be taken into account. It had on one side the busy A6 road running into Carlisle. It was intended as soon as possible to construct a relief road to run off London Road on the north side of Mayfield Avenue. This road would be designed to by-pass traffic destined for the east, chiefly for Newcastle, instead of having to come into the city.

The view was taken that there should be a circular bus route over certain streets which had carriageways specially built to a width of 24 ft. and lay-bys 440 yards apart.

Agreement had not been reached between Carlisle Corporation and Ribble Motor Services, so it became necessary to put the matter to the Commissioners.

The town clerk referred to a passage in a letter quoted by the Ribble represen

tative. This letter quoted Mr. R. H. Addlesee. of Wolverhampton, as stating that he (Mr. Addlesee) would recommend the line of route at present being followed.

Mr. Addlesee was engaged by the corporation to report upon Carlisle's road services. He was speaking as an operator of vehicles, but, the town clerk submitted. there were other factors to be considered.

The hearing was adjourned until Wednesday.
