Which of the following most accurately describes the problem?

TE first of 200 double-deck buses for Teheran was officially handed over to His Excellency Parviz Jahanbini, President of Teheran. by Sir Donald Stokes, chairman of AEC Ltd. on Wednesday. The complete order. for 200 AEC Regent double-deckers with bodywork by AEC's associate company, Park Royal Vehicles Ltd., is worth just over £2 m. and follows the successful operation of 250 AEC/Park Royal double-deckers which entered service in Teheran in 1958.

Unlike the previous venture, however, only one bus—the model handed over this week—is to be completed in this country. The remaining vehicles will be shipped c.k.d. for assembly in the Teheran Bus Board's own workshops at Naziabad.

Technicians and engineers from Teheran have been to Southall and Park Royal to study manufacturing and assembly methods in preparation for the new venture.
