Which of the following most accurately describes the problem?

THE EEC Commission has asked the Council to authorize an inquiry into the wages paid by the road transport industry. It would be carried out in 1967 and cover 1966 and would deal with transport by road of goods and passengers for others, but not urban transport or transport on one's own account. The inquiry would be a sampling one and not all-embracing, and would cover firms employing an average of at least five workers in 1966.

The inquiry is needed because whilst a relatively satisfactory picture has been obtained at community level of industrial wages (by means of annual statistical inquiries which have already been completed or are in hand), the same cannot be said for services, more especially transport.

The inquiry, as envisaged by the Commission, will provide detailed statistics on wages and connected employers' costs, which should be of great significance for Community social and transport policy.
