AT the same time as they accepted the North Western Traffic Commissioners' proposals to prohibit linking on six of their licences, four Bury coach operators and Ribble Motor Services, Ltd., applied at Manchester on Tuesday to introduce new excursions and increase their vehicle allowances during the peak holiday period.

That part of their case concerned with extra vehicles was strongly opposed by British Railways. The Bury operators were Fred Caven, Ltd., Messrs. Warburton Bros., Messrs. W. H. Sheldon and Messrs. J. and H. Hinchliffe. The applicants did not wish their demands for more vehicles to refer to North Wales and Cheshire resorts, but some of their other allowances they wished to double.

Mr. E. Frost, Manchester district passenger manager of the railways, said that extra vehicles would have an adverse effect upon train loadings, to which Mr. J. Backhouse, for the Bury applicants, countered that the railways always ranspecial excursion trains at holiday times.

For Ribble, Mr. F. D. Walker submitted that the operators had had dispensations since 1958 for the additional vehicles sought. These would never have been granted without the consent of B.R. Mr. Backhouse did not consider that dispensations should be encouraged when, as in this case, they had been granted for three successive years and it now had to be decided, upon the renewal of the licences, what conditions could be attached to do away with them, ' Figures showed, he continued, that all the operators had been using their full allowances for most of the time and occasionally took advantage of the dispensations to the full.

The Commissioners granted the additional excursions, which were unopposed, but reserved their decision about the extra vehicles.
