Which of the following most accurately describes the problem?

Gary and Mark Owens were jailed for six and four years respectively last year at Leeds Crown Court, having been convicted of money laundering and plotting to fraudulently evade excise duty between June 2001 and July 2002.

The pair were in a gang that laundered millions of gallons of red diesel and sold it to unsuspecting motorists. They are estimated to have cost the Exchequer £ I.4m in lost duty.

They bought red diesel in the name of a fictitious Liverpool firm; il was delivered to premises in Station Yard, Adwick, near Doncaster. where the brothers also ran a legitimate haulage business. From there the fuel was taken to a site in Rotherham where the fuel was laundered to remove the red dye.

Customs officers swooped on the gang following a three-month surveillance operation.
