Which of the following most accurately describes the problem?

• Glasgow-based international haulier Roy Graham International had its community authorisations suspended for a week by Scottish LA Michael Betts for drivers' hours offences committed abroad. The LA also suspended the drivers' LGV licences for a similar period.

The LA was told that a check on tachograph charts revealed 60 examples of excessive driving, inadequate rest and mileage unaccounted for by five drivers. For Graham, Michael Whiteford said the excessive driving could be explained by the need to reach secure parking areas, bad weather or hostile French farmers.
