MI Public transport minister Michael Portal() says revised EC proposals for changes to drivers' hours and tachograph laws would place unwelcome burdens on the road transport industry.
Portillo says he is against proposals to change the definition of the working day and the working week and to restore the concept of the rolling week. He also opposes moves by the European Commission to set up an inquiry into drivers' hours and bonus payments to long-distance drivers.
However, the Government welcomes one element of the EC proposals — a plan to tighten up enforcement throughout the EC's 12 member states by encouraging communications between enforcement authorities in each country and allowing inspectors to check all work schedules, wage records and driving hours documentation.
0 EC experts have agreed that the electronic tachograph can be used to replace the manual equipment now used.
A technical committee has been examining the subject for the past 18 months and is about to make recommendations to the Brussels commission. Electronic tachographs don't use charts but record information automatically on magnetic discs or tape.
