• South Wales Traffic Commissioner John Mervyn Pugh says he is appalled that an Abe rgavenny coach operator did not have a Tester's Manual' to assist him with preventative maintenance inspections.

John Ward, of St Georges Crescent, Abergavenny, successfully applied to renew his PSV operator's licence in respect of three vehicles for the full five years. However, Mervyn Pugh told Grant that he had been very lucky that prohibition notices imposed on his vehicles for brake defects had not indicated neglect.

He told Grant to purchase a Tester's Manual for public service vehicles.

The Commissioner also required Ward to reduce the period between inspection from monthly to every two weeks, and to introduce a drivers' daily nil defect reporting system.
