Which of the following most accurately describes the problem?

• Wednesfield haulier Philip Jones was given an absolute discharge by the Ashbourne magistrates after admitting nine offences of aiding and abetting a friend to operate a vehicle without a licence.

Prosecuting for the Eastern Licensing Authority, John Hodgson said the offences came to light after a vehicle driven by Michael Baker of Wolverhampton was stopped in a road check on 26 January. The 0-licence identity disc indicated the vehicle was operated by Jones and that Baker was employed by Jones. However, enquiries revealed that Baker, who did not hold a CPC, wanted to set up a small haulage business of his own. He had discussions with Jones and they concluded it would be proper to add Baker's vehicle to Jones' licence. Once it was realised the arrangement was not legal, the licence disc for Baker's vehicle was surrendered, Baker stopped trading and sold the vehicle.
