• North Western Traffic Commissioner Martin Albu took no disciplinary action against Manchester bus operator Citibus Tours, despite prohibitions on 20 out of 21 vehicles inspected by vehicle examiners. But he has refused the company's application to increase the authorisation on its licence from 25 to 30 vehicles.

Vehicle examiner Graham Williams said that during a fleet check on 16 June, 16 immediate and four delayed prohibitions were imposed on the company's vehicles. The cornpany's fleet had expanded at a greater rate than its staff and facilities could cope with. However, a proposed move to new premises should lead to a great improvement. Sixteen newer vehicles had been brought into the fleet and the condition of vehicles had now been brought up to an acceptable standard.

For Citibus, David Stockdale said the prohibitions highlighted the fact that the company's maintenance system had broken down. Maintenance staff had been increased and a report had been commissioned from a consultant engineer.

Albu accepted that great efforts had been made to improve the situation. He felt Citibus should be given a chance to show whether the new arrangements would work.

Albu indicated that he would be prepared to consider an application for further vehicles in January.
