Which of the following most accurately describes the problem?

AN application by a haulage company. to transfer the public A licences of two vehicles in the name of another company to their own was granted by the Northern Licensing Authority in Durham last week.. .

The application was by Barnfather and Wilkes, of Littletown, who told the hearing that they were buying out W. Blackburn, hauliers, of Dragonville, Durham.

Mr. Walter Blackburn said that he was selling his business because he was incapacitated by a slipped disc. He had been told that there• was little likelihood of his recovery. He had hoped that he would get well enough to take an active part in the business but had now been advised to take light work, "If I sell the business, it will benefit me for I will be able to buy some other business—like a shop," he said.

Answering the Authority, Mr. L A. T. Hanlon, Mr. Blackburn said that for the last 12 months one of Barnfather and Wilkes' drivers had been helping him out, although the firm and he did not come to any agreement about selling his business until four months ago.

Stating that it was against the law for the driver of one firm to drive another firm's vehicle, Mr. Hanlon commented: "II firms wanted to do anything like that,I don't know why they do not write to the Licensing Authority and ask for a short term licence. One haulier cannot use another one's vehicle. I hope hauliers are going to get into the habit of coming into the open about things like this."

Mr, Thomas Barnfather, one of the partners of Barnfather and Wilkes, said that the two vehicles which were tippers would be used locally. " One of our drivers drove Mr. Blackburn's vehicle with the intention of helping him out," he added.
