Which of the following most accurately describes the problem?

REQUIREMENTS for public service vehicle operators and their transport managers to prove their professional competence under the Public Service Vehicle Operators (Qualifications) Regulations 1977 were published by the Department of Transport this week.

Professional competence can be proved by three ways — by possession of certain professional qualifications, by practical experience, or by passing an exam.

Full details of the requirements are given in a DTp pamphlet – The Public Service Vehicle Operators (Qualifications) Regulations 1977 – Notes for Guidance available from Traffic Area Offices.

Professional qualifications which will be accepted as proof of competence for national and international operaators are: Fellow or Member of the Chartered Institute of Transport (in the road transport sector); Member or Associate Member of the Institute of Traffic Administration (in the road transport sector); Member or Associate Member of the Institute of Road Transport Engineers.

For national-only operations; Licentiate of the Chartered Institute of Transport (road transport sector or Associate of the Institute of Road Transport Engineers (by examination).

Anyone who held a psv (vehicle) licence between December 31, 1969 and January 1, 1975 or held a position of responsibility for the management of psv operations will be regarded as competent by experience.

Holders of licences and those who held positions of responsibility in psv operation between December 31, 1974 and January 1, 1978 will be regarded as competent until January 1, 1980, but will then cease to be regarded unless they have acquired two years' operating experience or hold an acceptable professional qualification or pass an examination.

A register of professionally competent people on grounds of experience who do not hold psv licences will be held by the Dip.
