The document acknowledges that conventional bus services have a vital part to play in the future, but it emphasises that high productivity must be a goal in the major bus undertakings and that necessary route changes must not be avoided.
It also says financial information about individual National Bus Company subsidiaries should be made available to the public.
Extension of public transport experiments to urban as well as rural areas is envisaged.
Shared taxis, car pools, shared vans or minibuses and commuter coaches in urban and rural areas and postbuses and a greater use of school transport in rural areas is advocated.
