Which of the following most accurately describes the problem?

SOMERSET County Council is urging drivers to keep their cool while flood drainage works take place on the A39 at Dragon's Cross.

The appeal comes after two LGVs became stuck on minor roads while trying to bypass the roadworks using their sat-nays, instead of waiting in councilprovided holding pens.

During the works, roads have been closed to all traffic on weekdays between 9am and 3.30pm. Vehicles under 18 tonnes or 9.5m-long are diverted onto an alternative route, but larger lorries and trailers must wait in a designated bay for up to two hours before being convoyed through at 11am and 1.30pm.

Cllr Harvey Siggs, Somerset County Council's Cabinet member for highways, said: "We know this is inconvenient, but in these circumstances we appeal for patience and consideration."

The roadworks have been in place since 4 November and will run for three weeks.
