Which of the following most accurately describes the problem?

As a member of the operations committee of the IRTE's national council, I have carried out a research over the years into this problem of nearside wheel loss on goods vehicles. The problem first came to my notice while serving as a police area traffic inspector with the Leicestershire Constabulary, and after my retirement as a traffic office manager with the same force. The available accident reports on the county computers did not specify whether the lost nearside wheel was retained by studs or spigots, therefore I was unable to form a satisfactory conclusion as to the probable cause of these frequent mishaps.
