rivers of black cabs in Manchester have been ticked off by the city council for not conver ing their cabs at £1,000 a time to take wheelchairs. After being allowed to increase fares in 1988, 75% of the cabs complied, but 80 have lagged behind. They have been given until March to comply, otherwise black marks all round.
