Which of the following most accurately describes the problem?

• Wrexham livestock haulier Philip Jones, trading as JE Jones & Son, has lost his licence for 10 vehicles and eight trailers.

North Western Deputy LA Kenneth Birchall revoked the licence after vehicle examiner Roger Byrone told a Manchester public inquiry that Jones had refused to sign an immediate prohibition notice imposed during an annual test in February, and drove the vehicle away. Jones said he disagreed with the notice.

Jones was subsequently prosecuted for using a vehicle with defective brakes and driving a defective vehicle.

He was fined £300 together with 150 costs.
