Which of the following most accurately describes the problem?

• Chassis engineer J Roberts expects to retrofit more than 10 Leyland Daf 17-tonne Freighters with 4x4 drive by the end of the year.

The Tamworth-based firm completed its first 4x4 Freighter conversion in July. It says it has found a niche in the municipal sector with local authority transport bosses. They cannot afford £40,000 for the new version of the Freighter's successor, the 60 Series, but do not want to resort to the cheapest alternative, ex-military Bedfords at £10,000.

J Roberts has been carrying out 4x4 conversions on new Freighters for several years; it launched a 4x4 version of the Leyland Daf Roadrunner — the 45 Series — earlier this year and currently has five orders from local authorities: one for a 10-tonner and the rest for 7.5tonners.
