Which of the following most accurately describes the problem?

LONDON'S road system must be improved greatly if goods are to be moved around it efficiently, the Freight Transport Association planned to tell the House of Commons transport committee this week.

Speaking at the resumed hearings of its inquiry into transportation in London, the FTA said it agreed with the committee's own view that the capital's road system was a national scandal, and said that there is a need for money, resources, and continuity of political will if there is ever to be an adequate system in the capital.

As an interim measure, it be lieves some improvement could be made if the existing traffic regulations, notably to deal with "chronic" illegal parking, were enforced.

"This would dreate the benchmark for a thorough review of the existing pattern and type of traffic management in London." The FTA believes that industry has lost confidence that its transport problems in London can ever be solved, and says that the capital's future as a major manufacturing and trading centre depends upon its ability to restore that confidence.
