Addressing a recent Business Opportunities Conference in Manchester, Mr Howell praised the road haulage industry for its good service, and said: "Two-thirds of all freight is carried by lorry. The road haulage industry is made up of over 125,000 firms in intense competition. Most of these firms are very small; in fact over-fourfifths of operators run fleets of five or fewer vehicles, "I am convinced that the customer is better served by this arrangement."
