Which of the following most accurately describes the problem?

TRANSPORT operating costs rose only by one per cent in the three months to September 1, according to the Freight Transport Association.

In its latest cost and rates report for members, it reports that the increase in the year to September 1 was around 11 per cent, thanks partly to the halving of the Budget increase in dery tax.

As any hard pressed haulier will testify, the increase in haulage rates in the quarter was only about 0.3 per cent, and the increase for the year was less than five per cent.

These figures are based on accu rate operating costs and haulage rates reported to the FTA by a cross-section of anonymous members.
