T HAS BEEN a time of mixed fortunes for West Midlands minibus aperator Brian Pedley. Last week he was granted an appeal against the loss of his psv licences, but on Monday this week he was fined E60 and £62.60 costs, by Cannock magistrates.

Mr Pedley had admitted to operating two vehicles without psv licences earlier this year, and a vehicle examiner had filed But the inspector preferred to accept that Mr Pedley had overreached himself by buying two large coaches, as he had 11 years' satisfactory record as a minibus operator.

He went on to say that there was nothing to doubt Mr Pedley's financial standing, and the fact that he had been in business since before January 1975 meant he was deemed to satisfy the requirements of professional competence.

On Monday, Mr Pedley pleaded guilty to operating vehicles without psv licences on four occasions, to one offence of failing to keep an individual control book, and one of failing to produce records.

He pleaded guilty to a further charge of operating a vehicle without a psv licence and of causing an unqualified driver to drive it. Driver John Owers pleaded not guilty to driving it without the appropriate licence, but was fined £5.

The not guilty plea affected a 12-seat minibus used to carry handicapped children, and Mr Pedley told the court he had bought it to carry six severely handicapped children and an adult attendant.
