Which of the following most accurately describes the problem?

When the EEC driving licence regulations come into force on January 1, can I make a declaration that I will operate these vehicles at less than 7.5 tonnes gross and have them replated for, say, 7 tonnes? The MoT plate represents the maximum permitted gross weight at which the vehicle may be operated, and an operator's declaration that he wishes to use it at a lower gross weight—by reducing the payload for instance—has no relevance. Unless you make some alteration to the vehicle which coincides with the notifiable alterations outlined in Part IV of the Goods Vehicles (Plating and Testing) Regulations 1971, you will not be able to downrate your vehicles and get them replated.
