Which of the following most accurately describes the problem?

'THE national lime and bulk fertilizer 1 committee of the British Agricultural Contractors' Associaticin is still concerned over the matter of rates for the road haulage of lime. Many. B.A.C.A..members complain of the low limit of the scales allowed for subsidy purposes by the MiniStry of Agriculture, whilst others, including many hauliers, contend that they arc sufficient.

The committee suggested that charges based on actual costings viotild solve the problem, but the Ministry, it is reported, cannot be induced to acceptthis proposition.
