Which of the following most accurately describes the problem?

• Worcestershire haulier John Garbett, who had not received complaints about his Droitwich operations, was opposed by Wychavon District Council when he applied to move his operating centre to Strand Lane, Martin Hussingtree, where the facilities were better.

Garbett holds a licence for three vehicles and two trailers. He told West Midland Deputy Licensing Authority Alan Cattell that he was slowly moving his activities out of haulage and into farming. He had now got the best facilities he had ever had.

For Garbett, Michael Carless said he had been operating from the site, at Oak Trees Farm, under interim authority for the past 12 months without any complaints.

The council said Oak Trees Farm was in a small village in a proposed greenbelt area. They were concerned about possible damage to listed buildings caused by vehicles passing through the village and the fumes and dust.

It was conceded that the council had not monitored the impact during the interim operation, but it was said that they had received complaints from the villagers. Granting the application, Catteil said that he considered the site to be suitable. He did not feel that there were any adverse environmental or road safety considerations.
